Biggest Idaho heroin bust made locally

Two drug busts in the city limits led to one of the largest seizures of heroine in Idaho’s history, according to court records.

According to court records more than eight pounds of heroine was seized Sunday at about 7 a.m., during a routine traffic stop in the city of Bonners Ferry.

Boundary County Sheriff’s office and Bonners Ferry city police have confirmed that while on routine patrol, BFPD officer Willie Cowell spotted a 2012 Ford F150 with no license plates.

The driver, Barbara Willoubhy, 22, and her passenger Hector Rivera, 34 were both arrested after the drugs were found in the vehicle. Neither suspect is from Idaho.

The drugs were seized and have been secured in an undisclosed location.

Willoughby and Rivera are in custody at Boundary County Jail pending charges of drug trafficking of heroine both are being held with a $250,000 bond.

The next hearing on this case is at 1:30 p.m., Friday March 30, at Boundary County courthouse.

The second arrest was made on Monday at about 7 p.m., when BFPD sergeant John Lunde made contact with Shannon Smith, 36, of Bonners Ferry.  

According to court records, while Smith was in her vehicle, Lunde informed her that her brake lights were out. While speaking with Smith, Lunde discovered she had no driver’s license or insurance and he observed she was acting suspicious.  While running the citation Lunde requested a drug dog.

Cpl.Tiffany Murray and her drug dog Sally Sue arrived on scene. When Sally alerted on the vehicle a subsequent search produced a back pack with approximate 7 grams of cocaine, according to BFPD.

Smith is charged with felony possession of cocaine and possession of drug paraphernalia. She is being  held in Boundary County jail with a $50,000 bond.
