Was inter-fund transfer by county legal?

An open letter to Boundary County Commissioners...Since the Idaho Attorney General has taken the stand that inter-fund transfers are against the Idaho Constitution and thereby illegal, where does that leave the inter-fund transfer you approved for the Boundary Volunteer Ambulance?

If I understand it correctly, Commissioners approved taking $80,000.00 from the Solid Waste Fee and giving it to the Boundary Volunteer Ambulance...no strings or accounting attached.

Now taxpayers are going to be taxed at the maximum rate allowed by law by the Ambulance Service District so as to recoup the $80K given to the BVA and pay it back to the Solid Waste Fee.

The leftover funds are to be used to contract further BVA services. So, if Commissioners hadn’t “borrowed” the $80k then perhaps the tax to be imposed on taxpayers for the ambulance service contract may have been lower?
