How can county assess taxes to repay fund?

I don’t understand how the county can assess a tax rate based on the need to repay the 80k taken from the Solid Waste Fund and given to Boundary Volunteer Ambulance.

One is a flat rate fee already paid by property owners and the other is a tax based on your assessed property. So some will pay more and some will pay less. Not to mention you already paid your Solid Waste Fee. So I’m paying into it again? Just doesn’t seem right...
