Floats don't look so great

My wife and I walked to town, over the Kootenai River Bridge.

To the west I counted 5 fluorescent floats, to the east I counted 10 floats.

My question is, with all that river, why must the floats be located right here in town for all to see.

These floats do not make for a good photo op.
