$8 million library bond, $100K levy on May ballot

BONNERS FERRY — Construction budget estimates are in, the board has voted and all that remains for proponents of the Boundary County Library expansion plan is to convince taxpayers in Boundary County that the new educational complex is worth the $8 million bill.

Boundary County voters will head to the polls in May to vote in the state primaries.

Even unaffiliated voters not voting in the primaries will be given two ballots for measures to help fund what Boundary County Library director Sandy Ashworth calls “The People’s University.”

The first measure asks voters for a general obligation bond, essentially a loan against the property taxes of Boundary County in the amount of $8 million.

The USDA will fund the project with a 30-year Rural Development loan at an interest rate of 4.374 percent, set to drop once the project is nearing completion.

A correction:

In the March 20 issue local artist/designer Robert Bissett was incorrectly identified as an architect. While he has a degree in architecture from WSU, he writes,

“An architect is a person licensed by the State after the required education, experience and testing. This title is jealously guarded by those who are licensed. I have never represented myself as an architect for the library design or at any other time.”

Just to clarify, the design concept is an artist’s rendition. The final design of the library would not be complete until after funding has been secured.
