REQUEST FOR QUALIFICATIONS Vendors for Pre-Commercial Thinning on Non-Industrial Private Forestlands within Boundary County Boundary County is seeking qualifications from qualified vendors for the purpose of establishing a list of vendor's experienced in Pre-Commercial Thinning on non-industrial private forestlands (NIPF) within Boundary County. The vendor's list will be used to solicit bids for each section of NIPF to be thinned. Thinning will generally favor seral species that are free from insect and disease infestation. Desired stand densities will be based on the average diameter of retained trees to maximize tree growth until commercial harvest, improve stand health and forest resiliency. Stands will be selected that are capable of responding to a pre-commercial thinning, generally stand ages will range from 15-25 years and average diameters will be 2-3 inches. Pres-commercial thinning in stands with average diameter larger than 6 inches and live crown ratios are less than 25% will be avoided. Due to the use of grant funds these projects will occur on more than one NIPF property, project may be used to expand on or complement any existing hazardous fuel break networks in Boundary County. The vendor's list will be used to solicit bids for proposed work on a rotating basis, with those possessing the required skill set being invited to bid in order of their list ranking. Selection for the individual service contracts will be made based on "best value" which includes but is not limited to required set of skills, bids for proposed work, and ability to provide the service during an appropriate timeframe. Once an award is made, non-successful vendors will remain at the top of the list while the winning contractor will be placed at the bottom of the list. All vendors shall provide a past history, including references for work described above. This can include number of years' experience with pre-commercial thinning, types of equipment available and experience of operators, etc. The vendor's work must be accordance with all State and Federal Laws including the Idaho Forestry Act and Fire Hazard Reduction Law. Vendors will comply with all local, state and federal fire laws and applicable sections of the Idaho Forest Practices Act title 38, Chapter 13, Idaho Code. Vendors will comply with all applicable anti-discrimination and civil rights laws, including Titles VI and VII of the Civil Rights Act of 1964, the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and the Idaho Human Rights Act. Individual service contracts will be awarded, during the course of the performance period of the MOU between the County and the Idaho Department of Lands from the qualified list based on the specific work to be accomplished within each work area. There may be multiple service contracts within a work area. City Bid Auction Advertisement Bid Sheet The City of Bonners Ferry is disposing of surplus items by sealed bid auction. Many of the vehicles and items will be displayed in the parking lot north of City Hall, on Riverside Street. Many of the items will be on display in the parking lot from Tuesday June 21st through June 24th, 2016, with the sealed bids due to the City Clerk, prior to noon on Friday June 24th, 2016. Items for auction include pick-ups, dump trucks, a bucket truck, bumpers, etc. All bids must be submitted prior to bid opening at 12:00 p.m. Tuesday June 24th. Bids must be submitted to the Bonners Ferry City Clerk at 7232 Main Street. All items are sold with no warranty. The City of Bonners Ferry reserves the right to reject any and all bids, to waive any irregularities in the bids received, remove any items prior to bid, and to accept the bid that is in the best interest of the City.
