Heather Scott (R), 47 Incumbent Idaho State District One Representative postition A Scientist
1. Federal overreach, increasing government regulations and freedom restrictions became increasingly noticeable in everyday life. After reviewing the voting record of the then-District 1 legislators, I realized they were more interested in representing large lobby groups than North Idaho citizens. I decided to run for office. Both of my grandfathers and my father were veterans and I decided it was my time to serve my country and state.
2. As a longtime aquatic biologist I am uniquely qualified to deal with environmental and energy issues. I have shown in my first term I am not afraid to tackle tough issues, often leading the charge when other elected officials hold back. I have not compromised my position on legislation or issues in order to “go with the party”. I vote on legislation based on its constitutionality and whether it protects or deteriorates personal freedoms, and I do so with tenacity and commitment.
3. Lack of economic growth leading to reduced long-term family-sustaining employment. Government regulations are crippling businesses. Burdensome regulations cause losses to family income; over-regulation shrinks business revenue and reduces growth and hiring; over-regulation results in a loss of local tax dollars which impacts critical city and county services like EMS, police, fire, and health care. Boundary county citizens do not have control of their resources or benefit proportionally to the management of them. 4. I will work in my capacity as a legislator to uphold my oath to the Constitution and insure legislation does not grow government and decrease freedoms. Specifically I will:
1) Continue to work to reduce unnecessary, redundant or burdensome taxes and regulations through legislative actions.
2) Continue building support across Idaho for legislation to begin the process of obtaining title to federal lands in Idaho. I believe state ownership of Idaho federal lands is key to economic stability and growth.
3) I will also remain heavily involved in the pending water adjudication process and actions slated to occur in the next two years to insure District 1’s greatest natural resource, water, is preserved first and foremost for those who call Boundary County and District 1 home. I plan to hold educational meetings on the water adjudication issue.
5. The legacy I hope to create is a legacy of “One who stands for the people when others would not.” “One who empowers citizens to wield their power in government and helps them to navigate and control complex systems.” “One who leaves District 1 and our state a better, more prosperous, and freer place than before I was elected.” Without freedom and liberty, we are nothing.
6. I work 8-10 hours every day as your State Representative, and usually most weekends, because of the diversity of issues, numerous meetings and the ongoing educational process. To do this job correctly, one must give it 110% which I have and will continue to do.
7. I most look forward to the end of campaigning, with all the negativity it so often generates, and getting back to working for the citizens who really care about Idaho and the rural communities. It is counterproductive to pit citizens against each other when all of us need to be working together to control our government and better our state.

My current House committee appointments allow me to review and evaluate many proposed rules and regulations which impact local economies. Work on a cottage industry law in Idaho to allow increased business opportunities for families and small-scale entrepreneurs to start up homebusinesses with fewer governmental burdens. Continue building support across Idaho for legislation to begin the process of obtaining title to federal lands in Idaho. I believe state ownership of Idaho federal lands is key to economic stability and growth and Idaho becoming fiscally independent of the federal government handouts.

10. I am criticized for speaking the truth, informing citizens of what is really going on, and for protecting freedoms and liberties under our republican form of government no matter what the cost. The more the truth is exposed, the louder the voices of those who perpetuate lies. If ever in doubt, just follow the money.
11. My commitment is getting citizens educated on the governing process and engaged in their government. Our republic cannot withstand voter apathy or citizen complacency in our state and country. We get the government we allow, and it has brought us to the current state of affairs. It is now time to get busy and involve ourselves in what goes on in our government!
