Request for Qualification Boundary County - Sewer District Study Boundary County is requesting proposals from qualified engineering firms for the design of a regional sewer study in the county that would encompass the towns of Moyie Springs, Bonners Ferry and the Three Mile Area. The City of Moyie Springs had a sewer study completed in the last two years which can be used for this regional sewer study. Professional services required are likely to include, but are not limited to, working with County and City staff and commissioners, completing the detail design, working with granting agencies, and potentially doing the construction oversight and managment. SERVICES TO BE PROVIDED BY CONSULTANT 1. A sewer design that meets the current and future needs of the three areas listed above that can be expanded as additional customers move into the area. Respondents will be evaluated according to these factors: 1. Capability to Perform Project. Describe your firm's legal structure, areas of expertise, length of time in business, number of employees, and other information that would help to characterize the firm, firm's commitment to provide necessary resource to perform and complete the project. Provide the address of the main office (for legal purposes) and the address of the office that will manage the project. Provide the same detailed description of any and all firms your firm may partner with on this project. (20 points) 2. Relevant Project Experience. Briefly describe other projects executed by your firm that demonstrate relevant experience. List all clients for whom you have performed similar work in the past five years. For each project mentioned, include the name, address and phone number of a person who can be contacted regarding your performance on the project. When submitting projects for which your firm worked in an auxiliary capacity or in a joint venture or partnership, include the name of the lead firm. (20 points) 3. Qualifications of Project Team. Provide a professional resume for the key people proposed to be assigned to the project (including any important sub-consultants), and describe relevant related experience. Describe key personnel's proposed roles and responsibilities on this project. Submittals must identify a proposed project manager who would be responsible for the day-to-day management of tasks and would be the primary point of contact with your firm. Include an organization chart of the project team. (20 points) 4. Project Approach and Schedule. Describe the tasks that must be accomplished to complete the project. Provide an adequate description of the firm's proposed design and approximate total project cost. Discuss any unique aspects of the project, alternative approaches the County and Cities might wish to consider or special considerations related to the design. Provide a schedule of general project activities indicating the duration of each activity and of the total project. The schedule should reflect realistic activity durations. (20 points) 5. Selection Committee Interview. Firms may be asked to make brief presentations covering their relevant experience, their understanding of the project's requirements and their own approach to designing and supervising the job. (20 points) One set of references, brochures or other material that may be helpful in evaluating your firm may be submitted with the proposal package. Proposals will be ranked on qualifications and the County may choose to interview several of the top ranked firms. However, at its discretion, the County may dispense with interviews and select a firm to perform the work. A selection committee appointed by Boundary County will assist with firm evaluations and make recommendations to the County Commissioners who will make the selection. The County will seek to negotiate a contract, a detailed scope of work, fee schedule, etc. with the preferred firm. If unable to reach an agreement, Boundary County will terminate negotiations and commence negotiations with the second-ranked firm, and so forth. The County expects to evaluate proposals and provide written notification of the results within 60 days of receipt of proposals. If interviews are held, they will be scheduled within three weeks of short-list notification or as soon thereafter as reasonable possible. NOTICE OF PUBLIC HEARING CITY OF MOYIE SPRINGS - PUBLIC HEARING January 3rd 2018 - 6:45 PM - 3331 Roosevelt Road -Moyie Springs City Hall NOTICE IS HEREBY GIVEN that the City Council of the City of Moyie Springs, Idaho, will hold a public hearing for consideration of a variance of zoning for the property located at 2103 Roosevelt Road, in a special use permit; said hearing to be held at City Hall located at 3331 Roosevelt Road, Moyie Springs, Idaho, at 6:45 p.m. on January 3rd, 2018. At said hearing all interested persons may appear and show cause, if any they have, why said proposed variance of zoning should not be permitted. The purpose of this hearing is to hear public comment for the allowance of a zoning variance at 2103 Roosevelt Road. Bill Mutter submitted to the Council, at the regular Council meeting on October 4 th , 2017; the signatures of the neighbors located near his 2103 Roosevelt Road residence, acknowledging their approval as to meet the requirements for the consideration of his repair shop in the area zoned suburban. The City Council further requested that a fence be constructed to the east and north side of the property around repair area; as for the safety and consideration of neighborhood residence's in the suburban zone. NOTICE OF PUBLIC COMMENT PERIOD AND OPPORTUNITY FOR A PUBLIC HEARING REGARDING AN APPLICATION FOR A PERMIT TO CONSTRUCT AND A TIER I OPERATING PERMIT ADMINISTRATIVE AMENDMENT PROPOSED ACTION: In accordance with IDAPA 58.01.01.209.05.c, the Department of Environmental Quality (DEQ) announces a public comment period and opportunity for a public hearing for Idaho Forest Group LLC - Riley Creek-Moyie Springs located at 3082 Roosevelt Drive, Moyie Springs, under Docket No. AQ-1591, is modifying its permit to construct to increase the allowable boiler steam production rate, increase kiln throughput, replace the electrified filter bed (EFB) with an electrostatic precipitator (ESP), and remove the hazardous air pollutants (HAPs) emissions limits. DEQ proposes to issue Permit to Construct No. P-2012.0034 Project Number 61933. The permittee may at any time after permit issuance request that the permit to construct requirements be incorporated into the Tier I permit through an administrative amendment in accordance with IDAPA 58.01.01.381.
