SALE OF SURPLUS COUNTY PROPERTY The Board of Boundary County Commissioners will be accepting sealed bids for the following surplus property: Docks formerly used at the Rock Point (Waterways) Boat Launch. Docks consist of four, 8 foot x 21 foot sections and are made of wood with styrofoam floats with metal connections. SEPARATE SEALED BIDS will be accepted by the Boundary County Clerk, P.O. Box 419, Bonners Ferry, Idaho 83805 no later than 5:00 p.m. (Pacific Standard Time, PST), Friday, June 9, 2017. All bids will be publicly opened and read aloud in the presence of the attending bidders at 10:00 a.m. PST, on Monday, June 12, 2017. The item offered for sale may be inspected at the Rock Point parking lot (at Waterways Building) located on the north side of Riverside Road in Bonners Ferry, Idaho, across from the old mill property. Each bid shall be in a sealed envelope clearly identifying the item bid for on the outside of the envelope. Terms and Conditions of Sale The successful bidder shall be provided a written Notice of Award within 10 business days after bid closing date. Successful bidder shall make full payment with cash or cashier's check made payable to Boundary County, and shall arrange to pick up their item within 10 business days from date of notice of award. If the item is not paid for within the timeline provided, the successful bidder shall forfeit their claim to the item and shall not be eligible to bid on future items. If the item is not picked up within the timeline provided, the successful bidder shall forfeit their claim to the item, and payment for the item may be retained, in whole or in part, by the county for damages. If bidder forfeits claim to the item bid, Boundary County may, at its discretion, offer the item to the next highest bidder. The County reserves the right to reject any or all bids found therein. The item offered for sale by bid are to be sold as-is, not necessarily in working condition. Bidder shall be responsible for verifying condition and accuracy of the item description prior to submitting a bid and bring to the County's attention any discrepancy found. NOTICE OF PUBLIC HEARING The Boundary County Commissioners will hold public hearing at 10:00 AM TUESDAY, June 20, 2017 in the Commissioner's Office at the Boundary County Courthouse to accept public comment on an Amendment Application, 16-052 by the Planning & Zoning Administrator. Application 16-052 involves amending Ordinance 2017-1, Land Use Ordinance, to review proposed changes, specifically addressing updates to: Section 2 - Definitions Section 3 - Administration Section 4 - Enforcement Section 11 - Subdivisions Section 15 - Zone District Specifications Section 20 - Parcel Divisions The proposed updates are both typographical (correcting formatting and spelling/numbering errors), and substantive. (Substantive changes are changes to actual content which add or delete verbiage thus altering the potential interpretation of an ordinance. An example might be the addition to an ordinance section to state 'No dogs allowed'. Not hard to interpret, but if the words did not exist before, the addition of these words (or removal of them) would be considered a substantive change.) The deadline for written comment and material for 16-052 is 12 PM Tuesday June 13, 2017. NOTICE OF PUBLIC HEARINGS Notice is hereby provided that a public hearing pursuant to I.C. 67-6512 and Bonners Ferry City Code has been set for the City of Bonners Ferry City Council for JUNE 19, 2017 AT 5:00 PM at Bonners Ferry City Hall to consider the following files: File #AN01-17 - Comprehensive Plan Amendment: The City is holding a public hearing to consider amending the Future Land Use Map to add 9.27 acres of land located in the Area of City Impact and designate it Residential on the map. The lands are located north of Browne Street in Section 22, Township 62N, Range 1E, and in the ownership of Eduardo and Jane Dos Ramos. The amendment is part of an annexation request by landowners. File #AN01-17 Annexation and Zoning of lands: Eduardo and Janet Dos Ramos have petitioned the City to consider annexation of 3.41 acres located north of Browne Street, in Section 22, Township 62N, Range 1E. The applicant seeks to annex the lands and zone them Residential A on the City's official zoning map. The Planning Commission recommended approval of the comprehensive plan amendment and the zone change to the City Council at a May 18, 2017 public hearing. The public is welcome and encouraged to attend the hearings or provide written response. Any written comment greater than one (1) page must be submitted at least six (6) days prior to the meeting.
