Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and Wetlands This is to give notice that the City of Moyie Springs is conducting an evaluation as required by Executive Order 11988 Floodplain and 11990 Wetlands, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetlands will have on the human environment. The Wastewater System Improvements Project is funded in part by an Idaho Community Development Block Grant. The project scope of work includes the following upgrades to the City's Wastewater Treatment Plant (WWTP): influent screening, grit removal, Sequencing Batch Reactor (SBR) treatment, equalization, and more reliable chlorination as well as dechlorination. The WWTP discharge will be released through an outfall diffuser, which includes approximately 3,000 feet of new transmission line from the plant to the Kootenai River. Two new SBRs will be constructed as well as a small pump station. The project also includes solids handling, process and controls, and fencing. Existing materials will be repurposed as their condition permits. The project will encompass 0.1 acres of floodplain and 0.1 acres of wetland. The proposed project is located in the City of Moyie Springs. The purpose for this notice is to involve the affected and interested public in the decision-making process.
