PUBLIC NOTICE and OPPORTUNITY FOR COMMENT PROPOSED DE MINIMIS SECTION 4(F) FINDING In compliance with Section 4(f) of the U.S. Department of Transportation Act of 1966 (49 USC 303), hereinafter referred to as "Section 4(f)," and its implementing regulations codified at 23 CFR Part 774, the Federal Highway Administration (FHWA) in cooperation with Boundary County, Idaho (County) and the US Department of Interior, Fish and Wildlife Service (USFWS), provides public notice of FHWA's proposal to make a de minimis impact finding under Section 4(f) regarding the effects of the proposed reconstruction of Riverside Road to the USFWS Kootenai National Wildlife Refuge (Refuge), and to provide the opportunity for public review and comment of this proposed determination. The purpose of the project is to improve safety and reliability of the route for the many alternative modes of transportation that use the road by widening the roadway generally from 22-feet existing maximum width to 32-feet of width, which includes 5-foot shoulders on either side to accommodate pedestrians, wildlife viewers, and bicyclists, who frequently use this road. As part of project activities, approximately 5.25 acres of refuge land would be transferred from the Refuge to the County to accommodate the reconstruction (and associated wildlife viewing pullouts) of Riverside Road. This transfer is approximately 0.0019% of the overall 2,774 acres of Refuge land. FHWA is anticipating a finding that the proposed project impacts meet the definition of a de minimis impact, as defined in 23 CFR 774.17(5). A de minimis impact is one that will not adversely affect the features, attributes, or activities qualifying the property for protection under Section 4(f). The proposed de minimis impact finding is based on coordination with the officials with jurisdiction, USFWS Kootenai National Wildlife Refuge. The officials with jurisdiction own and/or administer the affected portion of the property protected by Section 4(f). The officials have been notified of FHWA's intent to make a de minimis impact finding. Pursuant to 23 CFR 774.5(b)(2), notice is hereby provided of the proposed de minimis finding. Fair Housing Resolution LET IT BE KNOWN TO ALL PERSONS OF the City of Moyie Springs that discrimination on the basis of race, color, religion, sex, national origin, handicap, or familial status in the sale, rental, advertising, leasing or financing of housing or land to be used for construction of housing or in the provision of brokerage services is prohibited by Title VIII of the 1968 Civil Rights Act (Federal Fair Housing Law) and the Fair Housing Amendments Act of 1988. It is the policy of the City of Moyie Springs to encourage equal opportunity in housing for all persons regardless of race, color, religion, sex, national origin, handicap, or familial status. Therefore, the City does hereby pass the following Resolution. BE IT RESOLVED that within available resources the City will assist all persons who feel they have been discriminated against because of race, color, religion, gender, national origin, handicap, or familial status to seek equity under federal and state laws by referring them to the U.S. Department of Housing and Urban Development, Office of Fair Housing and Equal Opportunity, Compliance Division. BE IT FURTHER RESOLVED that the City shall publicize this Resolution and through this publicity shall encourage owners of real estate, real estate brokers and sellers, rental owners, rental property manager, lenders, developers, builders, home buyers, and renters to become aware of their respective responsibilities and rights under the Federal Fair Housing Law and amendments and any applicable state or local laws or ordinances. STATE TIMBER SALE CR200370, SHILOH VIEW A public oral auction will be conducted at the Idaho Department of Lands office, 2550 Highway 2 W., Sandpoint, ID 83864, at 11:00 a.m. local time, on Tuesday, July 21, 2020 for an estimated 4,515 MBF of timber marked or otherwise designated for cutting. In addition, there is an unestimated volume of forest products that may be removed at the option of the purchaser.
