Public Notice Announcing the Availability of an Environmental Assessment DEPARTMENT OF AGRICULTURE Rural Development CABINET MOUNTAINS WATER DISTRICT: Notice of Availability of an Environmental Assessment AGENCY: USDA Rural Development (RD) ACTION: Notice of Availability of an Environmental Assessment SUMMARY: Notice is hereby given that the RD, as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by the Cabinet Mountains Water District (CMWD), of Boundary County, ID. The proposal is for construction of many water system improvements including: *One (1) new well located at the existing Crossport Well Site. *Three (3) new water tanks, one located in the existing Parker Canyon Tank Site, one in the Highlands Flats area, and one in North Paradise area. *Two (2) new booster pump stations, one located near Kootenai Trail Road and the other near Mountain Meadows Road. *Two (2) replacement booster pump stations, one located at the existing Parker Canyon Tank Site and the other locat ed near Highland Flats Road. *Improvements of a booster pump station at the existing Black Mountain Booster Station site. *Upgrades to a pressure reducing valve (PRV) station. These projects are intended to improve the water system. CMWD has submitted an application to RD for funding of the projects. SUPPLEMENTARY INFORMATION: The CWMD provide water to a large area in Boundary County. This service area is south of the Kootenai River extending almost as far south as the Bonner County Line, adjacent to the McArthur Lake. The current system is comprised of two groundwater wells, three storage tanks, five booster pump stations, and over 75 miles of water main. There are approximately 930 connections. The system was developed in 1994 to provide water to many County residents who were without a reliable water source due to lack of groundwater availability. System deficiencies include lack of capacity, aging infrastructure, low pressures, and inability to meet peak hour demands. The proposed improvement projects are planned to rectify these deficiencies. Keller Associates, an environmental consultant, prepared an environmental assessment for RD that describes the projects, assesses the proposed projects' environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RD has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. Questions and comments should be sent to RD at the address provided. RD will accept questions and comments on the environmental assessment for 14 days from the date of publication of this notice. Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
