EXHIBIT A CITY OF BONNERS FERRY BOUNDARY COUNTY, IDAHO HYDROELECTRIC REVENUE BOND, SERIES 2020 Summary of Ordinance No. 596, passed on September 15, 2020 AN ORDINANCE of the City of Bonners Ferry, Boundary County, Idaho, authorizing the issuance of the City's Hydroelectric Revenue Bond, 2020, in the aggregate principal amount of not to exceed $4,145,000, to provide the funds necessary to finance certain capital improvements to the City's electric system; delegating authority to the designated representative to determine the terms of the bond under the conditions set forth herein; fixing the form, covenants and term of the bond to be issued; reserving the right to issue future revenue bonds on a parity with such bond upon compliance with certain conditions; and providing for other matters relating thereto. Section 1. Definitions. Defines certain capitalized terms used in the Ordinance. Section 2. Findings and Purposes. Authorization and Description of Bond; Delegation of Authority. Authorizes the sale of the City's Hydroelectric Revenue Bond, Series 2020 (the "Bond"), in an amount of not to exceed $4,145,000 to provide funds to finance the Project and pay costs of issuance. Describes the Bond and its terms of repayment and provides details regarding payments. Delegates authority to the Designated Representative to approve the final principal amount and price of the Bond, date of the Bond, interest rate, payment date, redemption provisions, and maturity date of the Bond, and other terms and conditions of the Bond. Section 4. Payment, Registration and Transfer of Bond. Sets forth the method of payment and registristration of the Bond by the Registrar and the method of transfer of the Bond. Section 5. Pledge of Revenue. Pledges Net Revenue for the payment of the Bond. Section 6. Income Fund. Renames the City's current Revenue Fund as the "Income Fund" and sets forth the priority of payments from the Income Fund. Section 7. Bond Fund. Describes the Bond Fund and provides for deposits to and payments from the Bond Fund for repayment of the Bond and the Reserve Fund. Section 8. Reserve Fund. Establishes a Reserve Fund and authorizes transfer of funds from the Bond Fund to the Reserve Fund. Section 9. Rate Stabilization Account. Sets forth the terms and conditions regarding the issuance of Future Parity Bonds. Section 17. Lost or Destroyed Bond. Makes provision in case the Bond is lost, stolen or destroyed. Section 18. City of Bonners Ferry Boundary County, Idaho Enterprise Resource Planning (ERP) Software Advertisement to Bid Separate sealed BIDS for "RFP - Enterprise Resourse Planning (ERP) Software Solution, City of Bonners Ferry, will be received by the City of Bonners Ferry at 7232 Main St., Bonners Ferry, ID 83805, until 2:00 PM local time on October 9, 2020 and then be publicly opened and read aloud at Bonners Ferry City Hall. The City of Bonners Ferry ("City") is evaluating software solutions that will provide the City with a long-term Enterprise Resource Planning (ERP) System. The solution will replace the City's current processes and financial/permitting system. The proposed solution should provide and support all specifications and requirements identified in this RFP. Proposers offering hosted services or software as a service (SaaS) system are encouraged to propose, but "cloud" services are not required. The City currently uses Black Mountain Software, for utility billing and financial planning as well as many manual processes in Microsoft Office. The goal of this project is to have a comprehensive integrated and user-friendly system to provide staff and residents information and services at a variety of city levels. The following list represents required key components: * All employees have access to the system for inquiry purposes. * Ability to have an executive dashboard/overview screen. * Ability for global searches across all software modules. * Any and all costs for implementation of this software including but not limited to travel, training, etc., must be included in the proposal. * Any conversion costs must include on-site visits and data field mapping. * Training for the software must be included in the proposal. Short-term impacts may occur during project construction that include temporary disruption of the treatment system, increased noise, increased dust pollution, increased potential for stormwater runoff, and disruption of localized traffic conditions. The project contractor is responsible for managing the temporary disruptions of the system. Beneficial Impacts: Overall, the completion of the proposed project will have long-term positive effects to public health through improved discharged water quality. This project will result in the ability to meet water quality requirements and standards and also have positive impacts towards wetlands and water quality from protection to further damage caused by existing disposal method. Description of the Project: The proposed project involves: * Upgrading influent screening; * Upgrading Sequence Batch Reactor (SBR) treatment; * Upgrading equalization basin; * Upgrading chlorination and dechlorination units; and * Construction of effluent discharge line from the (WWTP) to an outfall diffuser into the Kootenai River. Three Mile Water District REQUEST FOR QUALIFICATIONS Professional Engineering and Consulting Services Three Mile Water District, a political subdivision of the State of Idaho (the "District") is seeking engineering and consultant related services pursuant to Idaho Code 67-2320. The intent of this Request for Qualifications (RFQ) is to select an engineering consultant to prepare a Capital Facility Plan that will identify a Comprehensive Water Plan and include an Environmental Docket to aid the District in updating and identifying future needs of the District's water system and infrastructure.
