FEE INCREASE Notice is hereby given that the City Council of the Bonners Ferry, Idaho, will hold a public hearing on October 3, 2023 at 6:00 p.m. in the City Hall Council Chamber, 7232 Main Street, Bonners Ferry, Idaho, for the purpose of taking public testimony regarding the additional or increased fees listed below and to explain the reasons for such fees or increases, as prescribed by section 63-1311A of Idaho State Statute. Table 3-Updating the Building permit valuation form from the International Code Council valuation table in 2010 to 2018, which more closely aligned to new construction costs. Adding the new fee of plan review- this fee is currently charged to customers by way of the city’s contract with the Idaho department of building safety. This addition to the fee schedule is to acknowledge that the fee exists as a charge to customers. Adding a new fee for building permit roofing only to charge a rate that is justified by the work being completed by staff. This rate was previously charged based on valuation of the construction work. Amendment Building Permit Fees - Per February 2018 ICC Per valuation New Construction Adopted valuation sheet and generated by sq. foot costs 1997 UBC attached - see attached New Fee Plan Review Fee 65% of the Building Permit Fee New Fee Building Permit Fee- $150 For building permits that Roofing Only only include replacing roofing. * Table 4- Utilities To add an additional ROW permit fee for all work that does not include excavation and approaches to reduce the cost of minor work completed in the right way. This charge more closely aligns with the cost of service rendered. To amend the applicability standards of the city approach/excavation right of way permits and to provide notation on when it is applicable. The fee remains the same. New Fee City ROW Permit City may require additional (All other work other than $50 bond for any work within the approaches or excavation) ROW. Amendment City Approach /Excavation Plus City Actual Costs; city may Permit (Driveway, $250 require additional $1,000 Bond excavations etc.)* for any work within ROW * Includes any work that may affect or disturb road base, road top course or road ditch line. Table 5- Mirror Lake Golf Course- Increases across all rates not exceeding 5%. Table 6- City Property- Increasing the rates of swim lessons from $50 to $55, to offset additional costs associated with paying lifeguards and operating costs associated with the pool season. Amended Swim Lessons $55 Per Class; Per Person Electric Utility Rate Table- Increases to all customer class of 5%, although no rate increase shall be greater than 5%. Water Utility Rate Table- Increases to all customer class of 5%, although no rate increase shall be greater than 5%. Sewer Utility Rate Table- Increases to all customer class of 5%, although no rate increase shall be greater than 5%. Garbage Rates- Increase to all customer classes of 3.5%, although no one rate increase shall be greater than 5%. Whereas: The City of Bonners Ferry, in compliance with Idaho Code 50-1045, is appropriating revenue funds received through Local Option Tax received within the fiscal year to cover expenses as authorized within areas approved by voters.
