UNITED STATES OF AMERICA FEDERAL ENERGY REGULATORY COMMISSION MOYIE RIVER HYDROELECTRIC PROJECT (FERC NO. 1991) PUBLIC NOTICE On April 29, 2024, the City of Bonners Ferry, Idaho (City) intends to file with the Federal Energy Regulatory Commission (FERC): (1) a Notice of Intent (NOI) to prepare and file an application for a new license for the Moyie River Hydroelectric Project (FERC No. 1991)(Project); (2) a Pre-Application Document (PAD) which provides existing and reasonably available information about the Project, including relevant engineering, environmental, operational, and economic information; and (3) a request to use the Traditional Licensing Project (TLP). Pursuant to the requirements of 18 CFR § 5.3(d)(2), the City is publishing notice of these filings and making them available to the public. The PAD is available for reproduction or review at the Bonners Ferry City Hall during regular business hours located at 7232 Main Street #149, Bonners Ferry, Idaho 83805, or available for download at www.ferc.gov by searching for Project No. 1991. The Project is a 3.95-megawatt (MW) hydroelectric dam located on the Moyie River in Boundary County, near the town of Moyie Springs, Idaho. The Project consists primarily of: (a) a 92-foot-high concrete gravity dam, (b) an approximately 1.1-mile-long reservoir with a surface area of 45 acres and gross storage capacity of 540 acre-foot at normal maximum pool elevation of 2,023 feet National Geodetic Vertical Datum of 1929; (c) the power tunnel intake that leads through a steel-lined tunnel section to a partially-lined rock tunnel section, to a rock trap then to a concrete-lined section downstream of the rock trap to a surge chamber, and finally to (d) a steel penstock which bifurcates into 48- and 26-inch penstocks feeding (e) Powerhouse No. 1 Turbine-Generator Unit (Unit) 2 (rated 450 kilowatt [kW]) and Unit 4 (rated 1,500 kW), respectively, and a 60-inch penstock feeds (f) Powerhouse No. 2 Units 1 and 3 (both units rated at 1,000 kW), with a total installed capacity of 3,950 kW; a (g) 1.3-mile-long, 13.8 kilovolt (kV) transmission line; and (h) appurtenant facilities. The Project is operated in a run-of-river manner, generating approximately 22,000 megawatt hours (MWh) annually of renewable energy. Inquires about the Project may be directed to: Michael B.
