Public Notice Environmental Assessment and Finding of No Significant Impact Improvements to the Boundary County Airport Bonners Ferry, Idaho Interested parties are hereby notified that Boundary County and the Federal Aviation Administration (FAA) have completed an Environmental Assessment (EA), resulting in the FAA’s Finding of No Significant Impact (FONSI) decision for proposed airfield improvements at the Boundary County Airport (Airport). Proposed improvements include several safety improvements involving the removal of trees, relocation of overhead power lines, shifting the runway away from U.S. Highway 2, perimeter fence improvements, and acquisition of land located within the Runway Protection Zone. The Airport is located two miles northeast of Bonners Ferry, Idaho. The purpose of the improvements are to improve infrastructure to serve 100% of the small aircraft fleet that currently use the Airport by meeting FAA recommendations for runway length and to increase operational safety by meeting FAA design standards for a B-II facility. The project is needed because the Boundary County Airport 2019 Master Plan Update (MPU) identified infrastructure that is necessary to improve safety for current and future aviation demand and service 100% of the small aircraft fleet. The EA has been prepared in compliance with the National Environmental Policy Act (NEPA) and the Council of Environmental Quality (CEQ) guidelines. The purpose of the EA was to assess the effects on the human and natural environment associated with the Proposed Action and Alternatives. The EA evaluated three alternatives: the No Action Alternative, Overhead Power Line 2 (OPL2) Alternative, and the Proposed Action Alternative. The FONSI is the FAA’s finding that the Proposed Action will not have a significant effect on the human and natural environment associated with the proposed improvements.
