Porthill Land Port of Entry Final Environmental Assessment and Finding of No Significant Impact The U.S. General Services Administration (GSA) has prepared a Final Environmental Assessment (EA) that analyzes the potential environmental impacts from the proposed expansion and modernization of the existing Porthill Land Port of Entry (LPOE). GSA has addressed public feedback received during the public comment period held January 4 through February 6, 2024, for the Draft EA and has concluded that the proposed project will not have significant impacts on the environment. Therefore, GSA is issuing an accompanying Finding of No Significant Impact (FONSI). The Porthill LPOE processes personal vehicles, buses, pedestrians, and limited commercial traffic at the U.S-Canada border in Porthill, Idaho. Existing LPOE facilities cannot accommodate the current staff and LPOE operations. Traffic flow through the port is inefficient, which causes congestion and delays in processing times. The Final EA evaluates alternatives that would improve the efficiency and effectiveness of the Porthill LPOE. The FONSI discusses that none of the impacts of the proposed action are significant, identifies the preferred alternative, and determines that an Environmental Impact Statement (EIS) does not need to be prepared. The FONSI identifies the preferred alternative, as described in the Final EA, as Alternative 3, Option B: Two-Story, Small Port Prototype with Full Demolition.
