Photo by MANDI BATEMAN A foggy Wednesday, Oct. 17, found workers high above the Kootenai River. The city is replacing the force sewer main over the Kootenai River as a capital improvement project in the sewer department. The project is expected to be completed by the end of the month or sooner.
