Snow brings elk to the lowlands
Last week, during my travels in Boundary County, I observed approximately 76 cow and calf elk and three bulls in one large herd in the Kootenai National Wildlife Refuge, where they had been grazing most of the week.

Wells has been loved by her coworkers but on Friday, Dec. 21, she worked her last day, looking forward to her well earned retirement.

Zuri Emerald Mooney was born Nov. 20, 2018, at the University of Washington Medical Center in Renton, Wash., the daughter of Winter Orison and Spencer Mooney. She weighed 8.6 pounds, and was 20.5 inches long at birth. She is welcomed by 2-year old sister Novalee Jade.

BONNERS FERRY — The Badgers competed against Lincoln County Lions on Dec. 22. Seth Bateman scored 23 points leading the team for the evening followed by Dylan Hittle with 17. The boys won the non league match 64-40.

NOTICE OF REQUEST FOR QUALIFICATIONS FOR PREAPPROVED CONSULTANT SERVICES The City of Bonners Ferry herein solicits Statements of Qualifications (SOQ's)for the purpose of establishing a preapproved list for professional design and engineering related services pursuant to Idaho Code § 67-2320(2)(h). This solicitation seeks to determine the qualifications of professional firms with expertise in any or all of the following service categories: 1) Wastewater Treatment Specific to Lagoons, Collection, and Lift Stations; 2) Water Treatment, Distribution, Storage, and Booster Station Design; 3) Stormwater Conveyance, Treatment and Planning; 4) Traffic Engineering, Street Design, and Transportation Planning; 5) Structural Engineering; 6) Electrical Engineering, Power Generation, Transmission, and Substations. The term for which the preapproved list will be utilized for requested services is through December 31, 2020. A selection committee will evaluate, rank and determine the consultant roster list within each of the service categories for both multi-disciplinary and sole service providers. The criteria for ranking will be based 20% on format and following directions, 40% on team expertise, and 40% on team project experience. The top five ranked firms in each category will be placed on the roster for that category. The recommended list will be presented to Council for approval. As projects occur, the City may select directly from the approved list, request proposals, and/or conduct formal interviews depending on the contemplated project. Content of the SOQ shall be as follows: 1. Introduction, Organization of Firm, Location of Staff Resources, Summary of Service Categories Included In SOQ (2 pages max). One of these two pages can be a cover letter if desired. Inclusion of sub-consultants is not allowed; qualifications shall be based solely on the applicant. 2. Service Category Qualification Sheets (1 page max per service category). See top of page for descriptions of service categories. Applicant shall include the firm's project experience (5 projects minimum) listing names and brief descriptions of projects. Each service category sheet shall also list the names and qualifications of staff who would be assigned to key positions in the execution of the work (this may be an org chart or listing). An Idaho Professional Engineer shall be identified for each engineer assumed to be in responsible charge of assigned projects. Individual Service Category sheets exceeding 1 page will be rejected and not considered for that category. 3. At least 3 client references for each service category (1 page max for all combined references), including name, position, address and phone number for 1) current or ongoing projects in areas of service similar to those identified above, 2) projects completed within the last three years (if current or ongoing projects are not available). Formatting of the SOQ shall be as follows:SOQ's may contain up to 9 letter size (8.5 X 11 Inches) pages (not including cover and back) depending on content, as limited by Items 1, 2, and 3 of this document. SOQ's shall be stapled in the upper left hand corner. Type style shall not be smaller than 12 point. SOQ's exceeding 9 pages will be rejected. Super 1 Hours
Holiday hours: Super 1 Foods will close at 6 p.m. on Dec. 24 and will remain closed through Christmas Day. They will reopen at 6 a.m. on Dec. 26.

Red-breasted nuthatch: The upside-down bird
When I was out at the bird feeder on the east side of our house last week I realized the red-breasted nuthatch (Sitta Canadensis) was one of my favorite backyard visitors. He seemed impossibly small, and virtually weightless. He was feathered perfection.

Boundary County is where we call home. It is that time of year to count another group that also calls it home. It is time to survey our feathered friends that live within a seven one-half mile radius of downtown Bonners Ferry. No matter the weather, volunteers will begin at the first light of the day. From the Chickadee at the feeder, the dipper in the creek to the red-tailed hawk soaring up above. Our goal is to get a count of the birds that winter in the greater Bonners Ferry area.

Crafts, games and Santa draw crowd to Naples Holiday festival
NAPLES — The Naples Holiday Festival drew a large crowd again this year, with a multitude of free and low-cost activities for children and their families on Dec. 8. From the Naples Holiday Festival Craft Fair to the fire station filled with games and activities, to Santa’s visit at the Naples General Store, cotton candy booth, and Christmas trees available for a donation, Naples was filled with fun and cheer.

BONNERS FERRY — On Dec. 6, Eric Allen Dante was sentenced by First District Judge Barbara Buchanan for the May 1, 2017, murder of Jesseka Musson, 38 at the time of death. Dante received a 20-year sentence, with 10 years determinant and 10 years indeterminate, with credit for 555 days served.

BONNERS FERRY — Santa and Mrs. Claus showed up a week early to Bonners Ferry, chauffeured by the Bonners Ferry Fire Department in one of their engines. The crowd awaiting them filled the Georgia Mae Plaza, spilling out and down the sidewalk.

Great things happening at Valley View Elementary School!
It seems as though winter is here now that Thanksgiving has come and gone. The snow boots, winter coats, hats, and gloves are beginning to arrive in our hallways. The fall season has been tremendous in Boundary County this year and we are lucky to call this place home. In addition, all of us adults that get the opportunity to teach as Valley View Elementary School (VVES) are also very lucky. We have classrooms full of great students, staff, and volunteers and it is my privilege to honor a handful of them this month.
